About the Position: APG sits on more than 72,500 acres in Harford County, MD and offers recreation, sports, golf, pools, child/day care facilities. Duties
Implements various service delivery models to maximize Soldier, Retiree, Family, Survivor and Civilian adaptability, promotes self-reliance, resiliency, and Readiness.
Plans for and effectively use resources allocated to installation ACS services
Provides comprehensive and responsive ACS services to the population to include client intake, information and referral, crisis intervention, life skills, and transition services.
Serves as the installation liaison with on- and off-post agencies in support of leveraging partnerships.
Develops and uses self-assessment, community assessment and various measurement tools to identify trends, organizational needs and Army and unit demographic profiles.
Designs, manages, develops and implements procedures to monitor, analyze and document service effectiveness.
Maintains professional standards of service and ensures that programs are carried out in accordance with governing laws, policies, regulations, and professional standards.
Eliminates barriers to mission accomplishment and ensure that managers meet regulatory compliance and customer needs.
Coordinates with other installation activities. Represents the ACS program with a variety of family and soldier activity councils and boards to stay informed on operations and/or to coordinate programs and requirements.
Assists in establishing current and long-range program plans with full program oversight of the following programs: Relocation Readiness, Information and Referral and the Volunteer Programs.

In order to qualify, you must meet the BOTH education and/or experience AND the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. BASIC MINIMUM QUALIFICATION:
Degree: Bachelor's Degree (or higher degree) in behavioral or social science; or related disciplines appropriate to the position, such as Psychology, Sociology, or Social Work. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Note: You must attach a copy of your transcripts.)
OR
Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the Basic Minimum Qualification listed above, you MUST meet the specialized experience statement listed below to qualify for this position:
Specialized Experience Statement: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes:
1) Managing more than two Army Community Service (ACS) programs and meeting all related program standards to maintain ACS certification which includes establishing goals, objectives, and/or procedures in accordance with state, DoD and other federal guidance, budget, regulations, and laws. Developing measurement tools for organizational needs in areas such as self-assessment, community assessment and other measurement tools to identify trends. Working knowledge of ACS systems to include Client Tracking System (CTS), Defense Installation Messaging System (DIMS) and the Volunteer Management Information System (VMIS) to compile statistics and reports to management on information pertaining to organizational/ community needs.
You will be evaluated on the basis of your level of competency in the following areas:

Knowledge of ACS systems to include CTS, DIMS and VMIS

Interpersonal Skills
Planning and Evaluating
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
