Duties
Performs the full range of financial management analysis and regulatory research work by applying established financial analysis principles, concepts and practices to a wide variety of difficult problems to improve agency business areas.
Develops, maintains, and monitors integrated reporting system(s) effecting programs with interrelated functions and operations.
Communicates information to management for effective evaluation of financial operations. Analyzes, extracts summarizes, and indentifies significant trends and issues.
Analyzes and evaluates financial management accounting systems, public laws, governing policies, guidelines, rules, regulations, and precedents.
Provides advisory services to management in relationship to performance assessments and keeps management informed of inconsistencies in work processes.
Implements new financial management procedures/systems or develops guidance to clarify regulations or policies.
Conducts financial reviews and completes projects that provide advisory services to management officials regarding complex programs.
Recommends probable systems solutions, develops standard work processes to enhance detection and correction of errors, uniformity of application of procedures, and improvement of function productivity.

Qualifications
To be hired at the GS-11 entry grade level, applicants must minimally have:One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as reviewing and evaluating financial management data analysis to identify issues and ensure compliance with internal controls, examine financial reports for accuracy and recommend policy updates and improvements to organizational functions.
GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
To be hired at the GS-12 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as having substantial financial management knowledge researching and analyzing variations in budgetary and/or financial systems, policies, procedures, and regulations; recommending improvements of financial program operations to leadership and developing analytical reports to ensure the continuity and compliance of financial operations.
GS-12 Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
