The primary purpose of this position is to train, work with, and lead the work of others in the fields of sheet metal work, masonry, welding, plumbing, carpentry, painting, roofing, flooring installation, and locksmithing.

Duties

Performs work-planning responsibilities. Leads workers on use of equipment, facilities, and materials on a daily or by project basis. Performs work direction responsibilities. Passes on to other workers the instructions received from supervisors and gets the work started. Independently applies skilled methods. techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures. Performs masonry tasks involved in the maintenance, repair, alteration, and construction of interior and exterior surfaces and structures. Applies skilled methods, techniques, and advanced shop mathematics in welding and sheet metal to construct, install, repair, and modify a wide variety of structures. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Drive one or more types of trucks, such as pickup trucks, panel trucks, and flatbed trucks which typically have a GVW of I 0,000 pounds and up to 26,000 pounds, on standard routes over public roads (or equivalent) at highway speeds.

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-4749 MAINTENANCE MECHANIC (MOTOR VEHICLE OPERATOR) LEADER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of carpentry and sheet metal work methods and techniques; and masonry techniques when using brick, block, and stone. Knowledge of safety regulations, practices, and procedures and environmental standards and requirements; and regulations, procedures, and policies related to records maintenance and documentation. Knowledge of advanced shop mathematics to plan, compute, and lay out more complex projects. Knowledge of the methods and procedures involved in the installation of new roofing materials and the repair of leaky roofing. 2. Knowledge of accepted surface preparation and coating methods and techniques including special finishing techniques. Knowledge of paints and thinning additives and skill in tinting, toning, matching, and blending coating materials. 3. Skill in cutting and shaping to complete comers; constructing, installing, repairing, and modifying structures; formulating plans and templates involving straight and curved edges or irregular curves, angles, and planes; developing patterns to include geometric projection and triangulation; setting-up, operating, and maintaining a variety of precision equipment and power and hand tools/equipment; and fabricating complex items from a variety of materials, such as galvanized or stainless steel, black iron, aluminum, copper sheet, magnesium, honeycomb material. and alloys. 4. Skill in using, setting-up, operating, and maintaining a variety of painting, roofing, and woodworking power and hand tools/equipment. 5. Ability to inspect and evaluate structural damage to sheet metal systems sufficient to plan and accomplish repairs; produce finished products with precise fits, accurate dimensions, structural soundness, and acceptable appearance; and perform decorative brickwork through placement of brick of different colors to create various designs and patterns. Ability to read and apply directions that relate to the mixture, use, and application of various kinds of coating materials, solvents, and precoating agents. 6. Ability to read and interpret complex blueprints, diagrams, sketches, and technical specifications; and communicate effectively, both orally and in writing. Ability to safely operate a motor vehicle. Physical Effort Uses hand and power tools and equipment that may require standing and holding tools in uncomfortable positions for extended periods. The work requires considerable bending, kneeling, and stooping. On-site work typically requires crawling, climbing on ladders, scaffolds, and rooftops. The work may be at extreme heights (such as water towers or tall buildings). Strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood and other construction materials. May lift and move materials up to 40 pounds, unassisted, and occasionally lift or move heavier items with the assistance of lifting devices or other workers. Frequently requires lifting up to l00 pounds such as carrying rolls of roofing felt, shingles, and asphalt. Working Conditions Works inside shops and outside at job sites. In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, fumes, and hazards associated with carpentry, painting, and roofing trades. At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, and contusions; may occasionally be exposed to the possibility of broken bones. May work in confined areas, such as crawl spaces and attics which may be dusty and dirty. Working with asphalt results in exposure to unusually dirty conditions (permanent damage to clothes and shoes) and bums from hot asphalt or welding equipment. Uses protective devices, such as ear plugs, safety glasses, respirators, safety shoes, hard hats, coveralls, gloves, rain gear, and other protective gear are required, which are sometimes heavy and uncomfortable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
