This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Physical Scientist and team leader for the Environmental Division Adelphi Laboratory Center to oversee critical statutory environmental programs to maintain compliance with federal, state, and local environmental regulations.

Duties

Team leader for the Environmental Division Adelphi Laboratory Center to oversee critical statutory environmental programs to maintain compliance with federal, state, and local environmental regulations. Develop plans through the interpretation and application of higher echelon policies and regulations. Serve as the representative at agency level meetings/conferences concerning installation and/or Region environmental programs. Ensure organizations are in full compliance with all applicable environmental regulations and standards. Cooperate with environmental leaders and service components in developing and implementing necessary plans, and procedures. Serve as Contracting Officers' Representative (COR) and manages contracts including the evaluation of work plans, work products, and invoices. Respond to emergency HAZMAT spills and sign waste shipping manifests. Assess regulatory and statutory compliance and advise of areas requiring correction and command emphasis. Senior technical advisor and consultant to the Environmental Compliance Chiefs and Directorate of Public Works on all environmental management and regulatory compliance matters. Responsible for the interpretation and implementation of new and revised regulations, policies, guidelines and programs affecting the Laboratory Center and Military research and development programs. Develop, appraise, and extend environmental policies to new and unprecedented studies and to prepare management advisories on such studies and to prepare management advisories on such studies. Provide administrative planning; negotiating to provide advice to representatives representing the agency for effective solutions to potentially controversial environmental matters. Provide centralized consulting and advisory services for agency specialists and environmental representatives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a secret security clearance for the duration of employment.

  • Must be able to lift 50 lbs.
  • Must be able to obtain and maintain as a Contracting Officers Representative within 60 days of appointment.
  • Must complete OGE-450 Financial Disclosure Statement/Report upon appointment and annually thereafter.
  • Must wear personnel protective clothing for HAZMATs.
  • SPECIAL LICENSE/CERTIFICATION REQUIREMENTS:
  • Initial 40-hour Hazardous Waste Operations training per 29 CFR 1910.120 and annual recertification required.
  • Must complete and maintain US Department of Transportation Hazardous Materials certification.

Additional information about transcripts is in this document. Basic Requirement for Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) develop, appraise, and extend environmental policies to new and unprecedented studies and to prepare management advisories on such studies; 2) providing administrative planning; negotiating to provide advice to representatives representing the agency to effect solutions to potentially controversial environmental matters; 3) advising environmental ordinances, laws, and requirements governing environmental media, qualitative and quantitative methods for improvement of the environmental programs, 4.) providing centralized consulting and advisory services for agency specialists and environmental representatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Environmental EngineeringEnvironmental PlanningEnvironmental Policy and Strategy Must be rated as the best qualified candidate for Military Spouse Preference (MSP).
