Duties

You will be responsible for the design, construction, conversion and repair of the Fly-By-Wire (FBW) Ship Control System (SCS) on nuclear powered submarines as well as the Planning Yard contracts for nuclear powered submarines. You will be responsible for the design, construction, conversion and repair of the Hull Mechanical and Electrical Monitoring Control (HMC) system on nuclear powered submarines as well as the Planning Yard contracts for nuclear powered submarines. You will be responsible for the design, construction, conversion and repair of the Hovering Missile Compensation Control System (HMCCS) on nuclear powered submarines as well as the Planning Yard contracts for nuclear powered submarines. You will be responsible for the design, construction, conversion and repair of the Portable Ship Control System (PSCS) on nuclear powered submarines as well as the Planning Yard contracts for nuclear powered submarines. You will act as the SUPSHIP technical expert for matters relating to the design, construction, repair, testing, certification and operation of Submarine Flight Critical Component (SFCC), FBW SCS, HMCCS, HMC, and PSCS. You will make final decisions on work problems presented by branch personnel in which the incumbent accepts, amends, or rejects work. You will ensure branch goals meet department and command goals. You will prioritize branch work products to meet critical/emergent customer actions, when often the personnel assets needed to meet all demands may not be available. You will advise and instruct branch personnel on both technical and administrative matters, advising the Division Head of broader and higher responsibility problems. You will provide continuity of Department management focus in the areas of continuous process improvement, facilitation of team building, acquisition reform initiatives, quality improvement and the identification and mitigation of technical risk. You will assign work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (GS-11) or grade level in the Federal service or equivalent experience in the private or public sector as a professional engineer overseeing the design, construction, conversion or repair activities for ships or submarines to ensure compliance with terms and regulations.
