This position is located in the National Finance Center, Government Employees Services Division, Payroll Accounting Directorate, Tax and Benefits Processing Branch, Section 2 - Payroll Tax Reporting in New Orleans, LA. The incumbent of this position is responsible for analyzing accounts, reports, procedural instructions or legislative requirements to assure accuracy of transactions and reliability of payroll and payroll-related reports.

Duties

Conducts reviews on recurring problems identified by technicians during the reconciliation process to determine accuracy of recording transactions and the reliability of reports. Participates with management and agency officials in discussions concerning the implementation and/or revision of the Payroll Accounting System. Traces specific accounting entries and/or transactions through the Payroll Accounting System and various feeder systems to ensure quality control and security are maintained. Reviews drafts of procedures and instructions developed for USDA user agencies and NFC operating units. Interprets new legislation and laws issued by OMB, IRS, Social Security Administration, Office of Personnel Management, Treasury, General Accounting Office, Office of the Chief Financial Officer, etc. to determine the impact on existing systems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-11 is required to be eligible for the GS-12. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Basic Requirements: This position has a positive education requirement. Applicants MUST meet one of the educational requirements below for the 0510 occupational series. Transcripts are required at the time of application. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the basic requirements above, applicants must meet the specialized experience below. GS-12 Specialized Experience: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with to particular competencies to successfully perform as a Systems Accountant. Example of such experience include: 1) Experience collecting and analyzing accounting data, and making recommendations for changes to systems. 2) Experience analyzing Payroll Accounting Systems or modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems. 3) Experience conducting reviews on recurring problems identified by technicians during the reconciliation process to determine accuracy of recording transactions and the reliability of reports. 4) Experience interpreting accounting laws, regulations, executive orders, and decisions regarding policies and procedures and applying them to business activities. NOTE: This experience must be demonstrated on your resume/supporting documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for experience at the GS-12 grade level.
