Duties

You will provide overall coordination of the construction quality management program for assigned projects. You will attend selective quality control, preparatory and initial meetings, and monitor three-phase checklists for accuracy and thoroughness. You will ensure the contractor is conducting site safety self-evaluations and submitting the information with pay vouchers/invoices. You will maintain extensive contact with key contractor representatives to promote an atmosphere of partnering and cooperation and to quickly resolve problems and maintain construction schedule. You will review contractor invoices for accuracy against actual work-in-place. You will identify technical issues to develop engineered solutions to problems related with systems or equipment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Applying engineering concepts, principles and practices applicable to a range of engineering disciplines (i.e, civil, mechanical, electrical, structural, architectural, environmental) required for the design, layout, execution processes of construction operations in order to provide input on construction projects; 2)Ensuring compliance of quality control plans for construction projects; 3) Making recommendations to resolve problems encountered during construction operations; and 4) Interpreting construction guidance specifications for the purpose of monitoring contract compliance. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work requires some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items such as record boxes. The work may require specific, but common, physical characteristics and abilities such as above average agility and dexterity. Regularly conducts quality assurance reviews of construction. Much of the time is spent walking, crouching, standing, and climbing high ladders to conduct quality assurance reviews. Work Environment: Work generally involves minimal risks and observance of safety precautions typical of an office setting. However, field inspections are made which may require protective clothing. Protective clothing worn in field inspections includes hard hats, reflective vest, hard-toed boots, safety glasses, and ear protection. Other protective wear such as safety harnesses, coveralls, and gloves may be required for certain situations.
