You will serve as a Traffic Management Specialist in the Industrial Support Department of NAVSUP FLEET LOGISTICS CENTER NORFOLK.

Duties

You will be responsible for assisting in planning and directing the traffic management program for SUPSHIP You will provide traffic management suggestions for the movement of material in logistical support You will assist traffic manager with transportation matter to tenant activities as well as contractors, commercial carriers and regulatory bodies You will apply technical knowledge of the freight transportation rules and regulations to the transportation of materials and equipment

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: the ability to apply a practical knowledge and understanding of international, department of transportation and federal traffic management, and security regulations and procedures governing the shipment of over size, overweight, sensitive material, hazardous material and complex shipments of Arms, Ammunition and Explosives (AA&E) by all modes of transportation and/or the dedicated use of carrier trucks or aircraft to ensure integrity of shipment and timely delivery. Experience performing independent work analyzing and interpreting complex technical transportation requirement sufficient to initiate, coordinate, and monitor shipment to worldwide locations ensure the procurement of efficient and economical transportation services. Examples of specialized experience include 1) Assist in coordinating with other transportation activities concerning hazardous material movement and requirement to provide technical and logistical service and support for SUPSHIP and other customers/carriers; 2) Participate in conducting traffic management studies and analysis for supervisor of shipbuilding (SUPSHIP) in order to provide traffic management suggestions for the movement of material in logistical support of new construction; 3) Monitor shipment discrepancies and recommend corrective actions; 4) Arrange for movement of complex shipments of Arms, Ammunition, and explosives to both inbound and outbound Continental United States/Outside of Continental United States shipment destination. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of graduate level education leading to such a degree with a major study of accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-09 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. combination of experience and/or graduate education as described above, along with possession of a certificate as a Certified Member, American Society of Transportation and Logistics
