Serves as a Supervisory Public Affairs Specialist at The Kennedy Space Center (KSC). The scope of the agency's communications entails a broad, diverse, and integrated set of efforts including news and media engagement, digital communications and products (including web, television, video, photography, and social media), non-technical publications, exhibits, as well as speaking and public engagement activities and events.
Duties
Manages change within and outside the organization. Establishes an organization vision and implements the vision in a continuously changing environment.
Leads people toward meeting the organizations vision, mission, and goals. Provides an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
Achieves organizational goals and customer expectations through decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
Manages human, financial, and information resources strategically to meet organizational goals and objectives.
Formulates, prepares, and defends budget and manpower requests to ensure that future objectives of NASA communication goals can be obtained within allocated resources.
Builds coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Oversees the official Agency spokespersons routinely engaged in live television commentary and crisis communications and exercises technical oversight of the management of high-end audiovisual equipment for an active newsroom/television auditorium.
Assists locational Center organizations in developing and implementing comprehensive communication plans that comply with NASA Procedural Requirements, NASA Space Flight Program and Project Management Requirements.
Ensures compliance with standards, orders, rules, and regulations applicable to occupational safety, health, environmental, and energy within the area of responsibility.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- A one-year supervisory probationary period may be required.
- If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14 they will be temporarily promoted to the GS-15 level.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Planning and managing a major external outreach program, with expertise in strategic messaging, client management, internal communications, community relations and public engagement;
Developing detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects;
Planning a diversified program of public information, using the mass media as well as other facets of communications such as public speaking and personal contacts.
