This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, Yard in Baltimore, MD.

Duties

This position is responsible for planning and administrating the Occupational Medical Surveillance Program (OMSEP) for the Coast Guard's full service Shipyard, which is a large and complex industrial operation.  This position is a major contributing entity to the safe and healthy wellbeing of trade workers engaged in the heavy industrial operations of ship repair and manufacturing.

Qualifications

Basic Requirement: Education: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained. In addition for GS-12 level: Applicants must have at least one full year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience includes: Providing quality patient care and wellness to 1200 active duty  and reserve Coast Guard members; developing rehabilitative programs; initiating standard and emergency care and treatment independently in the absence of the physician; providing nursing assessment, diagnosis and implementation of treatment plan for occupational and non-occupational illness; initiating treatment and follow-up for symptoms of hazardous exposure; performing preliminaries for health screening exams; providing health teaching on appropriate health improvement strategies such as low cholesterol diets indicated by results of screening; counseling employees regarding potential hazardous work exposures and their affect; Administering medication and treatment as authorized by a physician. Per Coast Guard policy as found in the COMDTINST M6000.1F, Ch13.B. ALL Health Care Providers are required for a Pre-Selection Credentials Review National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
