The incumbent functions as the administrative and managerial official with program responsibility for Housekeeping and Linen Department is responsible for the planning, organizing directing, evaluating, and management process for the program that includes setting qualitative and quantitative standards. Provide the Medical Center management the methods, techniques, and procedures necessary to integrate the Housekeeping and Linen Program into the mission of the Medical Center.

Duties

The incumbent ensures the establishment of adequate training programs to meet compliance with Veterans Health Administration (VHA) or Medical Center policies. These program responsibilities encompass two major sections in the Department, i.e., Environmental Care and Textile Care. The implementation of Total Quality Improvement in the division involves ordination and planning with both Clinical and Administrative Services Lines. The incumbent has responsibility for overseeing cleanliness of the environment for all affiliated Community Based Outpatient Clinics (CBOCs), contract nursing homes and contract residential homes. Must ensure these facilities meet expected sanitary standards for medical care facilities. The incumbent prepares yearly budget request. Responsible for allocating available funding to various functions within the Housekeeping and Linen Department and maintains control over allocated funds at all times to ensure effective utilization. Develops policies and procedures, including infection control protocols, for all department functions. Incumbent reviews requirements of JCAHO, EPA, OSHA, and CDC in order to ensure compliance and to determine whether additional resources are needed to meet their standards. ensures that the Medical Center is in compliance with all federal, state and local laws and regulations pertaining to service activities, particularly in the areas of textile care, waste management and infection control. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: Allocates available funding to various functions within the Housekeeping and Linen Department; maintains control over allocated funds at all times to ensure effective utilization; Reviews requirements of JCAHO, EPA, OSHA, and CDC in order to ensure compliance and to determine whether additional resources are needed; Maintains a managerial team with delegation of authorities to develop and promulgate unique and creative personnel management policies for the department; Ensures that the Medical Center is in compliance with all federal, state and local laws and regulations pertaining to service activities, particularly in the areas of textile care, waste management and infection control. Physical Requirements: The work of the positions is primarily sedentary and requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items. Concentration and sustained performance under prolonged stress is required because of the time factors involved with completion of work.
