Duties

Serves as the Quality Assurance Specialist for the Installation Contracting Office’s Quality Surveillance Program on a variety of contracts. Monitors, reviews, and conducts inspections of services provided by contractors and ensures goods and services are in compliance with the terms and conditions of the contracts. Establishes and validates plans for correcting material weaknesses or refers weaknesses to higher level for correction. Implements prescribed internal controls to eliminate or minimize the potential for fraud, waste, abuse, mismanagement and inefficiency. Participates in; the development of complex quality assurance plans and procedures; Conducts in-person or virtual training on surveillance methodologies and techniques to Contracting Officer’s Representatives. Conduct system record audits on COR performance and document and report results to management.

OR One full year of graduate level education in a field with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
