Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
In order to qualify, you must first meet IRS Internship Program eligibility:
You must be enrolled on at least a half-time basis, or accepted for enrollment, and seeking a degree (diploma, certificate, etc.) in a qualifying educational institution; have at least a cumulative (overall) 2.0 grade point average or higher on a 4.0 scale; remain in good academic standing.
Secondly, you must meet any basic requirements of the position and the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
The IRS Pathways Internship Program provides Federal employment opportunities to students who are enrolled, or accepted for enrollment, as degree seeking students taking at least a half-time academic, technical, or vocational course load in an accredited, technical, vocational, 2 or 4-year college or university, graduate or professional school, the opportunity to work and explore new careers while in school.
If selected, employees are required to maintain a schedule that includes attendance at an accredited school combined with career related work in the agency. The work experience with the agency MUST be related to your academic/career goals. If selected,you will be placed in a student trainee position, and upon successfully completing the program requirementsyou may be non-competitively converted to a term, career or career-conditional appointment.
To be eligible for the IRS Pathways Internship Program you MUST be enrolled on a full or half-time basis. This is defined by the institution you are enrolled in. If you need to complete less than the equivalent of half an academic/vocational or technical course-load immediately prior to graduating, this is still considered a student for purposes of this Program.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-5 Qualification Requirements: You must have at least three (3) years of general experience, one (1) year of which was at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General Experience for this position includes: Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions. Experience planning and organizing work and communicating effectively both orally and in writing. Your experience may have been gained in administrative, professional, technical, investigative, or other responsible work that provided evidence of the knowledge, skills, and abilities necessary to perform the duties of this position. Note: Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.

you may qualify based on education as follows: A four (4) year course of study in any field leading to a bachelor's degree, in an accredited college or university.
OR
you may qualify with a combination of experience and education.
GS-7 Qualification Requirements: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service. Specialized experience for this position includes: Experience that demonstrates basic knowledge of human resources management principles and practices to perform highly structured work designed to develop broader and more in-depth knowledge and skill relating to human resources management, and to communicate procedural and factual information to business customers. Basic knowledge of and skill in elementary analytical methods and diagnostic techniques to gather basic information and conduct studies and analyses. Knowledge of written communication techniques to assist with reviewing project papers, briefings, status/staff reports, and correspondence for grammar and syntax.

you may qualify based on education as follows: One (1) full academic year of graduate level education in a related field of study such as human resources, public administration, organizational psychology, or other administrative and management fields.
OR
Superior Academic Achievement may be met by having a Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

GS-9 Qualification Requirements: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position includes: Experience that demonstrates knowledge of fundamental human resources management practices, laws, regulations, policies, and precedents and knowledge of and skill in basic analytical and evaluative methods and diagnostic techniques to provide HR advisory and technical services on non-controversial factual, procedural, and/or recurring issues. Experience conducting research and fact-finding to gather information; applying standardized analytical methods and techniques to assess information and identify HR and non-HR interventions to address routine problems and issues. Experience with oral and written communication techniques to present information, deliver routine briefings, and to help others understand findings and recommendations, and draft or prepare in final form project papers, briefings, status/staff reports, and correspondence
OR
you may qualify based on education as follows: A master's or equivalent graduate degree in a related field of study such as human resources, public administration, organizational psychology, or other administrative and management fields.
OR
two (2) full academic years of progressively higher-level graduate education leading to such a degree at an accredited college or university in a related field of study such as human resources, public administration, organizational psychology, or other administrative and management fields.
OR
you may qualify with a combination of experience and education.

Education
This position has an education requirement. You
MUST submit dated documentation showing current enrollment in a qualifying institution (e.g. letter from the registrar, unofficial transcripts from current semester) by the closing date of the announcement. Education must be accredited by an accrediting institution recognized by the
U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
