Duties
GS-7 level - Perform a variety of developmental and progressively difficult assignments tasks in land or fluid mineral adjudication. Assignments are designed to provide the experience in a variety of tasks in land law examining.
GS-9 level - A journey level examiner will review and process the full range of difficult and complex lands and fluid mineral cases for accuracy and completeness.
Analyzes land and mineral status plats and maps to verify surface and mineral ownership.
Provides advice, assistance, and instructions in legal interpretation and other information on varied land and mineral laws.
Application administrator for Automated Fluid Minerals Support System (AFMSS2) and Minerals and Lands Reporting System (MLRS).
Point of contact between users, state, and national administrators of AFMSS helpdesk.
Prepares necessary leases, permits, grants, and other documents involving appropriate provisions as to payments, limitations, and stipulations.
Provides advice, assistance, and instructions in legal interpretation and other information on varied land and mineral laws.
Utilizes data, systems, and applications to collect, enter, manipulate, update, and maintain data according to prescribed Bureau and program standards.
Requirements

Minimum Qualifications for the 0965 Land Law Examiner at the GS-07:
You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples:
Determining the accuracy and proper execution of applications or claims and the qualifications of applicants for legal rights as requested.
Adjudicating routine lands, mining, or mineral leasing applications.
Answering inquiries from the public or internal customers regarding public land laws and regulations.
Preparing routine correspondence

You must have successfully completed one year of graduate level education from an accredited college or university in a field directly related to the work of the position (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position

You must possess an equivalent combination of specialized experience (shown above) and education (shown above) that, when prorated, combine to meet the qualification requirements for this position.
OR
You meet the qualifications for Superior Academic Achievement (S.A.A.) with a bachelor's degree in a related field (see above for examples) for the 0965 Land Law Examiner series at the GS-07 as described below:
S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled based on the courses listed above in the basic requirements. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed at this link: Association of College Honor Societies (external link). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. You must meet all qualification requirements by the closing date of the announcement.
Minimum Qualifications for the 0965 Land Law Examiner at the GS-09:
You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples:
Reviewing and processing mineral leasing and mining law applications.
Adjudicating land use applications and authorizations.
Adjudicating and/or resolving land law issues and actions using applicable regulations, decisions, and policies.
Applying laws, regulations, or governmental policies to fluid mineral and/or land law issues or authorizations.
Composing letters, notices, decision and/or memoranda to internal and/or external customers relative to land and/or fluid mineral actions.
OR
You must have successfully completed at least two years of progressively higher-level graduate education leading to a master's degree or a master's degree or equivalent graduate degree from an accredited college or university in a field directly related to the work of the position (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation, from an accredited college or university in a field directly related to the work of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position
OR
You must possess an equivalent combination of the type and level of experience and education described above.
Experience
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
