Duties

This position is located within the Department of the Interior, Office of the Secretary (OS), Assistant Secretary for Insular and International Affairs (ASIIA), Office of Insular Affairs (OIA), Policy Division in the U.S. Virgin Islands. At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: 1) Analyzes proposed legislation, policies, and regulations for potential impact to the Virgin Islands and the United States and makes recommendations for appropriate changes/action. 2) Monitors Capital Improvement Projects and Office of Insular Affairs supported grants. 3) Evaluates, and as needed develops, long-range programs for solution of problems. 4) Serves as the liaison between the government of the Virgin Islands and civil society and the Office of Insular Affairs. 5) Works in concert or collaboration with other representatives of the Office of Insular Affairs on/for the Virgin Islands. 6) Maintains awareness of new developments and trends of the Virgin Islands and provides findings and recommendations to leadership. OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-12: $86,962 - $113,047 (per annum). First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as OS-1501-23-CM-163(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Collaborating with U.S. Virgin Islands' government and non-government organizations; 2) Evaluating and interpreting policies and project needs/program operations in and affecting the U.S. Virgin Islands; and 3) Collecting and organizing data for dissemination to determine alignment with program objectives. MUST MEET ALL Note: Applicants selected for interviews may be asked to participate in a writing exercise or submit a writing sample as part of the interview process. Driver's License Requirement: Please note: You may be required to operate a government vehicle, to complete assigned tasks i.e. site visits, field research, etc.; therefore you must be able to obtain and maintain a valid state driver's license. Work Environment: Work is typically performed in an office environment with adequate lighting, ventilation, and climate controls. Normal safety precautions are required. Extensive travel and work is required to remote areas where standards of living vary and where facilities, amenities, and services typical of mainland U.S. may not be available. Observance of special safety precautions is required.
