The primary purpose of this position is to perform technical quality assurance work for the Mystic Star and High Frequency Global Communications System (HFGCS); to provide innovative methods of tracking funds, expenditures, resources, and equipment inventories and seek innovative software and hardware solutions to highly technical and complex system issues.

Duties

Designs and evaluates quality assurance hardware and software tests to monitor the Mystic Star maintenance contract performance. Serves as Quality Assurance Evaluator for the Mystic Star communications system. Monitors Mystic Star software test results to ensure compliance with maintenance contract. Administers financial disbursements for the 89 Communications Squadron. Prepares budget, estimates and financial plan for the 89 Communications Squadron. Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent must be able to obtain and maintain a top secret security clearance.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/telecommunications-series-0391/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; as well as experience utilizing a wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications and radio frequency devices, services, and facilities; applying budgetary systems, contract procedures, and legal requirements during the planning and programing of communication systems; implementing practices, guides, and a broad range of operating techniques concerning both standard and unique communications systems design, installation, and concept of operations; and developing/applying established policies, methods, procedures, and techniques in communications system design and installation to problem resolutions and operating situations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert technical knowledge and experience of communication networks to include networks, computer, satellite, and radio frequency systems. Ability to analyze a variety of unusual telecommunications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major telecommunications systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking). Comprehensive knowledge of software coding/programming and utilization for (including but not limited to: Delphi, Windows NT, OS/2, C++, Windows 2000, Windows XP, Windows SQL Server, and off the shelf software) used for HF radio and UHF satellite communications. Expert knowledge of quality assurance principles and methods to develop plans, policies, and procedures to insure contractor adherence to contractual obligations for current and future communication systems. Broad knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes. Expert knowledge of configuration management activities. Skill in conducting studies and investigations, problem analysis, and developing logical/documented recommendations; Highly skilled in effective technical writing and oral communications. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
