This is a Direct Hire Authority (DHA) solicitation utilizing the DHA to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is part of the Reemployed Annuitants Cadre. This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years.

Duties

Operate under the administrative supervision of the Director of the Reemployed Annuitants Office and provides emergency support to the agency’s missions as needed. Setting up and maintaining a morgue to house the remains of those individuals who did not survive the natural disaster/emergency. Investigate the best method to handle the remains of any deceased individuals whose final resting place or artifacts may have been disturbed. Conduct engineering and/or physical science investigations of natural disaster and/or emergency projects. Prepare a variety of reports by conducting research, field investigations, lab analysis, etc., regarding the natural disaster/emergency. Coordinate assigned portions of natural disaster and/or emergency studies with Federal, State, and local governments. Establish facts and maintain data concerning the natural disaster and/or emergency.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Intermittent position. You may be scheduled from 0 to 30 hours per week based on need.
  • Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the US.
  • Employees must pass a stringent medical screening and be prepared to live and work in extremely austere conditions.
  • Work schedule will initially be arduous, with extensive overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.
  • Work may entail extended work shift of 12-16 hours a day.
  • Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions.
  • Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities.
  • Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local EOC so availability of refrigeration at the work site can be determined.
  • Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.
  • Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain.
  • Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes working with a variety of individuals to determine the most appropriate methods to accomplish the natural disaster and/or emergency mission, while implementing sound engineering; preparing a variety of reports by conducting research, field investigations, lab analysis, etc., regarding the natural disaster/emergency; coordinating assigned portions of natural disaster and/or emergency studies with Federal, State, and local governments; possessing knowledge of agency regulations, policies, and procedures to do reports that are applicable to federal statutes and legislation, state, local laws, and customs; conducting engineering and/or physical science investigations of natural disaster and/or emergency projects; and investigating the best method to handle the remains of any deceased individuals whose final resting place or artifacts may have been disturbed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
