About the Position: This position is part of the Reemployed Annuitants Cadre. Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the United States. This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years.

Duties

Manage the efficient and effective coordination and accomplishment of projects, to include environmental studies, designs, and remediation during natural disasters or emergencies. Apply extensive knowledge of management concepts, principles, methods and practices and processes of professional engineering and science disciplines. Possess broad technical background and experience in various functions and a full and in-depth understanding of the agency’s procedures. Integrate sponsor/customer requirements and participation into a comprehensive management plan that is fully coordinated with all contributing agencies and organizations. Serve as primary point of contact (POC) for sponsors/customers and other external agencies on assigned projects. Implement corporate decisions, guidance, laws, etc., in the development of the project and intermediate products in support of the project. Negotiate and integrate all functions and sponsor/customer needs and other agencies’ commitments in support of assigned projects into a comprehensive management plan. Coordinate the planning, design, cost engineering, etc., for engineering projects of considerable scope and complexity as measured by their diversity and geographical area.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Intermittent position. You may be scheduled from 0 to 30 hours per week based on need.
  • Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the US.
  • Employees must pass a stringent medical screening and be prepared to live and work in extremely austere conditions.
  • Work schedule will initially be arduous, with extensive overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.
  • Work may entail extended work shift of 12-16 hours a day.
  • Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions.
  • Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities.
  • Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local EOC so availability of refrigeration at the work site can be determined.
  • Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.
  • Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain.
  • Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Specialized Experience: One year of specialized experience which includes applying extensive knowledge of management concepts and principles and processes of professional engineering and science disciplines; possessing broad technical background and experience in various functions and a full and in-depth understanding of the agency's procedures; negotiating and integrating all functions and sponsor/customer needs and other agencies' commitments in support of assigned projects into a comprehensive management plan; managing project milestones and budgets from planning through construction and initial operations; allocating project funds to various elements and measuring and monitoring performance to assure commitments to all parties being maintained; and reviewing and analyzing cost reports to assure charges are authorized and appropriate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
