As a Supervisory Project Specialist, you will:
Be responsible for directing the day to day activities of the assigned team, including distribution and balancing of workload, tracking work progress and status, estimating and reporting on work completion, instructing the team in specific tasks and job techniques, responding to and assisting with technical issues and problems, reporting on work performance and training needs and administering the gain and loss of employees.
Prepare comprehensive and in-depth reports and correspondences concerning findings and recommendations to achieve compliance with Multifamily Housing Statutory and Regulatory requirements and established policies and procedures.
Propose appropriate administrative sanctions to be applied or program actions necessary to protect the public interest or security and integrity of the HUD housing programs.
Provide expert guidance to field offices regarding established policies and procedures.
Conduct comprehensive management review of potentially troubled and troubled projects (including physical inspections, occupancy, management and maintenance operations) by reviewing all project files, drawing on own knowledge and past experience, in order to identify specific problems and to develop solutions.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized Experience for this position includes:
- Coordinating and supporting a variety of Multifamily housing program functions (such as FHA mortgage insurance, Section 202 and 811 Capital Advance programs, Project-Based Section 8, preservation of affordable housing, rental subsidy administration, grant administration, risk management, and compliance); AND
- Consulting with and providing technical assistance to internal and external stakeholders (such as program officials, residents, lenders, citizen groups, and higher-level officials) on a variety of Multifamily housing program related technical matters; AND
- Leading or managing a team of employees and monitoring their progress towards achieving project goals and objectives.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
