This position is located at Bureau of the Fiscal Service, Deputy Commissioner Transformation and Modernization. As an Emergency Management Specialist, you will be responsible for developing and managing comprehensive Bureau-wide contingency plans for the reconstitution of essential Bureau functions in response to emergency events across a wide spectrum of natural and man-made threats.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Develop guidance and provide expertise for Bureau managers in planning for the design, development, maintenance, and testing of Continuity of Operations (COOP) and Continuity of Government (COG) plans for critical functional areas within their organization(s).
Develop methodologies to analyze business and organizational impact of potential threats and design processes to perform risk analysis.
Participate in meetings with top Bureau management and operating officials in order to present ideas or plans formulated by the analysis and development of COOP program direction and or initiatives or to assist in resolving operational problems or concerns that may be presented at such meetings.
Create, plan, coordinate, and execute the testing of Fiscal Service response plans through seminars, workshops, drills, tabletop, functional, and full-scale exercises.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-12 position is defined as one year at the GS-11 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized Experience for this position is:
-Continuity planning, exercise planning, or development of emergency preparedness and/or first responder procedures and activities; AND
-Operating, configuring, administering, and maintaining multi-frequency radio emergency equipment; AND
-Analyzing and assessing Emergency or Incident Response program effectiveness and recommending improvements; AND
-Developing response plans or emergency preparedness specific presentations and incident specific reports.
Specialized Experience For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-09 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience for this position includes experience performing Emergency management work carrying out or coordinating emergency functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters of either a natural or man-made origin.
Examples of this include the following:
- Planning or testing emergency preparedness and/or first responder procedures and activities; OR
- Operating multi-frequency radio emergency equipment; OR
- Assisting in the analysis of Emergency or Incident Response program effectiveness and recommending improvements; OR
- Assisting in the development of response plans or emergency preparedness presentations and incident specific reports.
OR You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related.
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
