Duties

Serves as first line supervisor, plans and assigns work to be accomplished, evaluates work performance, develops performance standards, gives advice or instruction on work, and identifies training needs. Coordinates with the Districts and staff on land exchanges and serves and the liaison for land exchange programs with other agencies or states. Serves as the State’s principal advisor on Lands and Realty Programs. Develops guidance and establishes policy direction for the Eastern States region concerning Lands and Realty Programs. Coordinates appraisal requests, works with the State’s Chief Appraiser, oversees appraisal work throughout the State and ensures fulfillment of contracts. Reviews cooperative agreements, memoranda of understanding, and other technical documents related to land exchanges, acquisitions, access or other related issues. Provides statewide training and organizes workshops for realty personnel to discuss the Land and Realty program. Regularly works with external agencies including Federal, State, and local agencies, Native American Tribes, and other special interest groups.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Comprehensive knowledge of Federal and State land, mineral, and environmental laws, regulations, policies. Providing expertise and advice on the many facets of the lands program to other resource professionals, local, state, and federal officials, and the public. Managing or leading a wide range of complex and/or highly visible real estate transactions including completing field examinations, application processing, including grant and permit preparation, and environmental documentation for all types of lands activity, including but no limited to land sales, exchanges, right of ways, lease, permits, agricultural entries, cooperative agreements, withdrawals, acquisitions, and trespass. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: This position is largely sedentary, requiring the usual amount of sitting and movement associated with normal office routine. Occasional field trips, tours, inspections, and meetings scheduled outside the office may require a physical ability to traverse rough terrain for several miles, ride for long periods of time, and camp. Incumbent must have stamina to accommodate extremes in climatic conditions. Work may necessitate long periods of concentration, and after hour's preparation. The ability of the incumbent to deal effectively with several diverse issues concurrently is essential. Work Environment: The position is physically located in an office in close proximity to a number of other professionals and the incumbent must tolerate an average amount related office background noise. Field conditions are diverse and include the full range of topographic conditions from dry, windy/dusty conditions to regions with significant rainfall or snow. Outside temperatures will range generally from 0 to 100? for extended periods. Due to the controversial nature of many of the issues related to the lands and realty program, the work may become demanding and stressful as the incumbent works to resolve issues and conflicts.
