You will serve as a FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of the Navy (OASN) Financial Management and Comptroller (FM&C) of ASN.
Duties
You will serve as the principal advisor to senior managers on the development, implementation and revision of financial management policies, plans, and programs.
You will generate, recommend, and implement new and revise financial management concepts, internal controls, methodologies, policies, and strategies in support of the organization’s programs.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will prepare or review responses to reviews or audits which involve financial management policy and procedure.
You will conduct organizational analyses and evaluate projects to ensure efficiency of serviced programs.
You will update, develop, and coordinate financial management instructions and guidance across the organization.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-15
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of the concepts, principles, laws, and regulations of financial administration or budgeting to evaluate organizational fiscal performance;
Experience developing and implementing standard processes and procedures to improve efficiency and to facilitate the effective and timely application of financial resources; and
Experience planning and directing financial or budgeting systems for a large-scale department or agency wide program.
GS-14
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience formulating budget and estimates to support plans, programs, and activities within a large organization;
Experience interpreting budgetary policies to propose best business practices;
Experience responding to audits or reviews from internal and external entities; and
Experience planning and executing financial or budgeting systems for a large-scale department or agency wide program.
