This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Directorate of Public Works, located at Fort Riley, Kansas.

Duties

Receives materials into the warehouse, stores those materials in specified locations, and issues materials to authorized customers. Prepares turn-in documents, location surveys and inventory documents. Operates electric, gasoline or diesel-powered forklift with lifting capacity of up to 15,000 lbs. for loading/unloading and relocating supplies and materials. Organizes the warehouse to efficiently and safely utilize the available space. Operates vehicles with up to 5-ton capacity to transport materials on and off the installation and operates 1-ton vehicle both on and off the installation. Operates a personal computer to record quantities received, issued, location changes, and other required information. Fills service work requests for materials and when directed assures delivery of materials to job site. Conducts inventories to ensure that accuracy of records and turn in excess or obsolete items using prescribed procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a requirement to lift up to 75 lbs. in the regular performance of duties.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Commercial Driver's License (CDL), Class B.
  • This position requires the incumbent to obtain or possess and maintain a forklift operator's license.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid Kansas state Driver's License to operate vehicles.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid HAZMAT certification.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Materials Handler (Forklift Operator / Motor Vehicle Operator) ~ without more than normal supervision. I have the ability to perform common warehousing operations, including receiving, storing and issuing a wide variety of supplies and equipment. I can unload, inspect and tally stock to assure quantities and types of items agree with shipping documents. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Work requires standing on hard surfaces for extended periods, bending, stooping, lifting and carrying items weighing up to 75 pounds without assistance, and up to 150 pounds with assistance. Depending on the task, incumbent may spend several hours at a time performing sedentary work followed by several hours of operating a forklift or spending several hours moving materials by hand. Working Conditions: Work is performed inside and outside, in all types of weather (exposed to weather conditions such as sun, wind, showers, and sudden storms). Work may be dirty, dusty and greasy, and incumbent is frequently exposed to the possibility of cuts, scrapes, bruises and lacerations or injuries while operating forklift or vehicle. Incumbent drives in all types of traffic and weather and is exposed to the possibility of serious accidents.
