This position is part of Research Applied Analytics and Statistics (RAAS), Knowledge Development & Application (KDA), within the National Research Program (NRP) office. NRP develops and manages statistically valid audit programs which collect taxpayer and examination data.
The incumbent serves as a Management and Program Analyst and information specialist in automation and other systems as they relate to supporting the determination of the correct Federal tax liability and tax examinations of NRP taxpayers with responsibilities of planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or NRP operating programs.
The following are the duties of this position at the full working level.
Plans, organizes, and carries through to completion broad, long-term analytical studies as part of the National Research Program (NRP).
Collects, analyzes, and consolidates tax data and status reports to determine compliance with established goals and objectives of the National Research Program (NRP). Utilizes internal software systems, such as (AIMS), (ERCS), (IDRS), (RGS) and RGS Local Area Network (RGS LAN), (CEAS) and (EOAD).
Analyzes NRP examination program functions and/or areas to discern trends in program delivery.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Some examples of qualifying specialized experience: Experience applying analytical and evaluative methods and techniques in developing new procedures or approaches, both qualitative and quantitative, and/or management and organizational principles to apply to NRP examination programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience applying, developing, or modifying work methods, organizational structures, records and files, work management processes, procedures to administer program services, guidelines and procedures, and automated work processes for program operations. Experience with planning, organizing and carrying through to completion substantive analytical NRP examination studies or projects data to identify trends and resolve problems and improve effectiveness of work operations (program or program support) in several locations or organizations such as SB/SE field, SB/SE Campus, and LB&I. Experience with the IRS mission, functions, and organizational structure and knowledge of pertinent UNAX laws, policies, regulations, IRMs, and directives as well as organizational specific directives, programs, and missions related to the management operations area in order to analyze their impact on programs. Experience working with management principles and processes to perform administrative, project, and program management duties and to effectively coordinate and integrate objectives and provide recommendations. Experience using process and procedure analysis to test, identify concerns, resolve concerns, retest, and implement changes. Experience using statistical functions to analyze data (averages, standard deviation, and trend analysis). This work includes the selection and application of conventional analytical techniques and the adjustment and adaptation of established statistical methods to problems. Experience working with IRS inventory management software (RGS) including AIMS/ERCS applications, to assess, use, apply and analyze data and reports related to NRP cases. Experience effectively communicating with others both orally and in writing. - Experience effectively facilitating in-person and virtual conferences, using current technology/software to gain support for initiatives and their validity.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
