You will serve as a Financial Management Specialist of NAVY EXCHANGE SERVICE COMMAND.
Duties
You will validate budget formulation, execution and the appropriate use of funds, implementing legal and regulatory control over approved budgets.
You will advise on financial and budgetary policies, procedures and regulations for agency wide programs.
You will analyze and recommend financial costs benefits of alternative methods for the organization's programs and administrative operations.
You will utilize concepts, principles, practices, laws and regulations of budgeting and/or financing.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience performing work equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Validating budget formulation and appropriate use of funds; 2) Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; 3) Implementing legal and regulatory controls over approved budget; 4) Developing, recommending, and implementing budgetary/ financial policies using relevant concepts, principles, laws, and regulations; 5) Utilizing the Navy Enterprise Resource Planning (N-ERP) or related automated financial system to extract, interpret, and analyze financial reports and statistical data.
