This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Chief, of a Planning Section, responsible for programming, coordinating and reviewing the technical and administrative activities of the section for planning and development of projects for water and associated land resources.
Duties
As the section chief:
Provide advice, counsel and instruction to accomplish the assigned function.
Develop long term work plans using in-service staff and contractors to best accomplish work.
Develop long term multi-year work plans (e.g., Initial Project Management Plans) for 50-50 cost shared feasibility studies with non-federal interests.
Negotiate with high level program officials to determine scope, schedule, and cost of these activities.
Responsible for development of legislative proposals at request of Congress through HQDA and for position papers on proposed legislative, administrative, and political actions, particularly affecting Corps and related programs and projects.

- This position has a Temporary Duty (TDY) or business travel requirement up to 25% of the time.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

This position has a positive education requirement based on the occupational series under which you are applying. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements below:
Specialized Experience: One year of specialized experience which includes 1) drafting complex formulations for water resources civil works projects such as flood risk management, water supply, aquatic ecosystem restoration, coastal storm risk management, and navigation 2) leading a team in studies of water and land related resource projects and 3) experience assist managing the workload/resource leveling to complete teams assigned project study.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
