About the Position: Provide paralegal and administrative assistance to Soldier and Family Legal Service attorneys who provide legal services to active duty and retired members of the Army, Navy, Air Force, Marines, Coast Guard and their Family Members, and to DOD civilian employees being held liable under of property loss investigations.

Duties

Conducts individual interviews of clients and reviews documents to determine facts and issues of legal consequence. Based on information gathered through witness and client interviews and legal research conducted, provide information and legally supportable opinions and suggested courses of action to staff attorneys Assist in the preparation of functional attorney work packets to be used by staff attorneys during client interviews conducted by the attorney. Determine client eligibility for legal services and appropriateness of legal matters for referral to attorneys. Review professional publications and ensure that knowledge is current and that changes are communicated to the staff attorneys. Conduct legal research and coordination, and makes substantive, legally supportable, recommendations to staff attorneys based on knowledge, experience and research findings.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • Incumbent must become a notary within six months of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience: One year of specialized experience which include: 1) Researching and reviewing guidelines and regulations to determine the specific provisions that are applicable to each claims case; 2) Providing paralegal support to claims attorney in preparing litigation reports for claims involved in federal district court; and 3) Conducting legal research, interviewing injured parties and other potential witnesses. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the position, such as: legal studies OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
