Duties

This position is located in the Office of Advanced Cyberinfrastructure (OAC) within the Directorate for Computer and Information Science and Engineering (CISE). CISE's mission is to enable the U.S. to uphold its leadership in computing, communications, and information science and engineering; promote understanding of the principles and uses of advanced computing, communications, and information systems in service to society; support advanced cyberinfrastructure that enables and accelerates discovery and innovation across all science and engineering disciplines; and contribute to universal, transparent, and affordable participation in an information-based society. OAC supports and coordinates the development, acquisition, and provision of state-of-the-art cyberinfrastructure which includes computing, data, networking, cybersecurity and software resources, tools, services and workforce development essential to the advancement and transformation of science and engineering. OAC also supports forward-looking research and education to expand the future capabilities of cyberinfrastructure. By fostering a vibrant ecosystem of technologies and a skilled workforce of developers, researchers, staff and users, OAC serves the growing community of scientists and engineers, across all disciplines, whose work relies on the power of advanced computation, data-handling, and networking. OAC is looking for multiple candidates to fill several open Program Director positions in the following topic areas: Learning and Workforce Development- prepares, nurtures, and grows the national scientific research workforce for creating, utilizing, and supporting advanced computing, data, networking, cybersecurity and software to enable and potentially transform fundamental science and engineering research and contribute to the Nation's overall economic competitiveness and security. Software and Data- supporting robust, reliable and sustainable software and data services to advance scientific innovation and discovery. Advanced Computing- provides advanced capabilities and/or services in production operations to support the full range of computational- and data-intensive research across all of science and engineering. Networking & Cybersecurity- protects and preserves the growing social and economic benefits of cyber systems while ensuring security and privacy?. NAIRR Pilot. This new program supports the deployment of the NAIRR pilot aimed at connecting the research and education communities to the computing, data, model, software, and user training and support resources to advance AI research and innovation. MAJOR DUTIES AND RESPONSIBILITIES Program Planning and Management Applies scientific expertise and judgement to the overall planning and strategic management of assigned research, education, and infrastructure programs and proposals. Performs short- and long-range planning and establishes goals, objectives, plans, and funding opportunities for assigned research programs. Plans the budget for assigned programs considering past, present and future fiscal years, allocates resources within that budget distributing scarce resources among major competitive programs, and manages post-award evaluation. Ensures that investments are made in a diverse, rich mix of bold, cutting-edge projects that promise to advance the frontier and contribute to the attainment of OAC's and NSF's strategic goals. Maintains a healthy balance of support among appropriate sub-fields and institutions, and participation of all qualified scientists, through program, division, directorate, Foundation, and interagency activities. Incorporates cross-directorate responsibilities into program administration. Collaboratively oversees and manages the merit review and decision process for assigned programs and proposals. Manages an effective, timely review process with attention to increasing the size and quality of the reviewer pools and ensuring participation by under-represented groups such as women, minorities, and scientists with disabilities. Leads and coordinates, or participates on, program-level working groups for collaborative cross-cutting programs. Ensures integrity and consistency in the grant recommendation and declination decision process free of conflicts of interest. Processes and completes award and decline actions to meet performance standards, and ensures that proposals comply with NSF policies, subject to constraints imposed when proposals are jointly funded with other agencies or directorates. Develops internal review packages for higher-level CISE and NSF approval processes as appropriate. Within an allocated budget, manages the assignment of financial resources to new and continuing awards. Oversees and manages the post-award management process for assigned programs and awarded projects.

Requirements

Qualifications

Candidates must have a Ph.D. in a STEM field, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's degree in a STEM, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position.
