This position is located in a Youth Regional Treatment Center (YRTC). The YRTC provides residential substance abuse and alcohol treatment to eligible American Indian and Alaska Native youth in order to find healthy directions in life. The purpose of the position is to provide for the planning, implementation, and management of a culturally sensitive Leisure and Recreation Program at the facility. The incumbent will report to the Clinical Director.
Duties
Plan, implement, and administer an enhanced Leisure and Recreation Program. Activities include American Indian/Native Alaskan cultural events, workshops, and activities that provide teachings, ceremonies, and healing practices for residents. Activities also
include instructional classes such as dance, music, art, computer skills, and informal activities such as movies, game room, scavenger hunts, computer games, and multipurpose room activities (volleyball, basketball, etc.)
Responsible for equipment and supplies and for ensuring the safety of participants.
Review schedules of planned activities to minimize conflicts and develops long and short-range detailed activity calendars.
Recruit for and maintain contact with American Indian/Alaska Native Elders, Traditional Advisors and Healers for the provision of culturally appropriate healing practices for residents.
Establish and maintain liaison with community, national, and educational organizations/institutions that may be involved in program activities concerned with the quality of life for children and youth.
Assist in obtaining the necessary personnel, supplies, equipment and/or funds to facilitate cultural based functions.
Provide guidance and leadership to the various activities and participants, modifying, adapting, expanding or otherwise changing plans and procedures for each activity planned, and assures that required record and data is maintained.
Prepare reports and propose improvements/changes based on evaluation of program data, assessments, and observations.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
The following education and/or experience is required to qualify for this GS-9 position.
Experience - Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service (obtained in either the private or public sector) performing the following type of work and/or tasks: plan, coordinate, and administer a youth recreational program; provide guidance and leadership to youth participants in a variety of recreation activities for age groups 12 to 17 years old (e.g., sports, games, social activities, dance, music, art, and physical fitness). This experience also includes appropriately de-escalating disruptive adolescent behavior and supporting adolescent in emotion regulation skills, and collaborating with an interdisciplinary treatment team and/or community resources to support youth and/or their families toward a common therapeutic goal.
OR
Education - Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Qualifying major study -- general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education.

Combinations of education and experience are qualifying for this grade level. Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. Only education in excess of the first year of graduate level education may be used to qualify applicants for positions at grades GS-9. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will be considered as satisfying the 1 year of full-time study requirement.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
