This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Information Technology Specialist to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as an Information Management /Information Technology (IM/IT) Staff Officer and the Information Management Officer (IMO) for the US Army Medical Command (MEDCOM) Headquarters of the Army Medical Department (AMEDD) One Staff, a combined Executive Staff.

Duties

Responsible for technical oversight, direction, development, implementation, security, and maintenance of medical readiness Information Technology (IT) programs and systems throughout the Medical Command (MEDCOM). Serves as a project lead on extensive, complex, and labor intensive projects involving Department of Defense (DoD), Army, or Army supported Information Systems. Perform duties as Contracting Officer Representative. Responsible for independently completing all pre-award functions involving organizational acquisitions (including assistance agreements). Participates as an advisor or member of various Network Enterprise Technology Command (NETCOM), Headquarters Department of the Army (HQDA), DOD, Defense Information Systems Agency (DISA), and MILDEP. Ensures networks and systems are IA/NETOPS compliant.

Requirements

  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • Able to obtain and maintain Secret Security Clearance
  • Up to 10% TDY may be required
  • This position requires Information Assurance Level 2 certification IAW DoD 8570-01-M

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience is defined as: Responsible for signal support project planning, and oversight of project execution for major and/or technologically advanced information systems, primarily within the automation and telecommunications disciplines. Responsible for the collection and analysis of validated requirements, the development of information systems project plans which satisfy the requirements, the programming and justification of resources to execute the plan, tasking appropriate organizations to execute various portions of the plan and providing staff oversight of the specific system or project implementation. Ensures successful transition of system to operational phase and initiates required actions to transfer staff oversight responsibility to the user.
