About the Position: You will perform crane operating duties in connection with the operation, maintenance, and repair of waterways and waterway structures such as locks, bridges, and spillways in support of the Hampton Roads Drift Removal (HRD) and Prevention of Obstructive Deposits (POD) missions including removal of hazards to navigation throughout the Norfolk District. Work is performed throughout the tidal waters of the Commonwealth of Virginia.

Duties

Operate floating boom cranes at various outdoor locations with limited maneuverability and where accuracy is critical. Load and unload construction material, debris, machinery, or equipment to and from the barge or shore storage areas; Remove trees, logs, debris, obstructions, and snags from waterways and from around locks bridges and other structures. Operate outboard motor-powered skiff while investigating surface or underwater objects away from vessel. Perform ship rigging, including installation and repair. Rigs, equips, and stows rowboat and life rafts. Make minor repairs to crane, hoisting machinery, and gear, and assist in renewal of parts and on major repairs. Inspects hoisting cables.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• Incumbent must have Certificate of Completion of training program for 70 Ton Floating or Mobile Cranes from the US Corps of Engineers or National Commission for the Certification of Crane Operators (NCCCO) or Crane Institute Certification (CIC).
• This position requires you to comply with the occupational safety and health standards and other safety directives and orders.
• This position requires an annual hearing conservation test.
• This position has an on-call requirement
• Incumbent must attend and pass USACE Motorboat Operator Course within one year of hire.

Work requires heavy effort in pushing, pulling, and depressing various levers, clutches, and brakes. The incumbent is subject to strain caused by vibrations of the crane and from the jerking and jolting motions while lifting and moving loads. Hand and eye coordination is required when operating controls to maneuver vessel or crane in congested and confined areas. Work occasionally requires moving objects by hand (up to 50 pounds) such as lifting hooks and cables, changing rigging, etc. WORKING CONDITIONS: Incumbent works outdoors in a partially enclosed cab in all types of weather. Incumbent is exposed to loud, unpleasant noise, heat, and fumes produced by the engine. Incumbent is exposed to the possibility of injury caused by swinging loads or turbulent waters and weather extremes.
