Duties

As a QUALITY ASSURANCE SPECIALIST at the NH-1910-3 some of your typical work assignments may include: Assesses evaluates, monitors, and manages resources to ensure acceptable hardware and software quality and Mission Assurance (OMA) standards and concepts are instilled within the Command & Control Battle Management (C2BMC) workforce, programs, and developmental facilities. Reviews proposed quality assurance policies, guidelines, and standards and recommends technical changes as needed. Evaluates proposed engineering approaches and designs, methods, and procedures for technical conformance and reliability, accessing adequacy of contractor's tools, standards implementation, and use of metrics. Performs OMA technical assessments based on software and hardware criticality reviews. Investigates software and hardware failures. Reviews and verifies failure analysis and anomaly resolution. Conducts or participates in audits, tests, or technical interchange meetings to assess processes and practices for compliance with OMA strategies, policies, agreements, and standards as well as inspect a product or to provide guidance, control, and processing logic in an integrated system. Evaluates implementation of Agile/DevOps principles and practices by interacting with product owners and team members. Helps team integrate quality assurance in the prioritization and construction of story boards and management of product backlogs. Develops briefings and alternative courses of action and prepares detailed technical summaries, analyses, and reports outlining critical quality assurance issues and metrics which may affect the mission, goals, and sustainment of the C2BMC system. Serves as a technical advisor on issues affecting program quality, mission assurance, and integration and insures that functions and operations are performed uniformly, economically, and in accordance with MDA policies and procedures. Categorizes software and hardware critically and verification methodology, and investigates design failures. Conducts and verifies failure analysis and anomaly resolution.

Qualifications

You may qualify at the NH-03, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience reviewing agile software development processes, methods, and techniques; OR Experience applying quality and manufacturing hardware and/or software processes, procedures, regulations, and requirements; OR Experience applying technical theories and concepts related to weapon system design. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1910, series as listed below: Quality Assurance Series 1910 (opm.gov) A. Degree: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, or other fields related to the position. OR B. Experience: Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
