This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Hawaii has many outdoor activities all year round including surfing, fishing, and hiking.

Duties

You will serve as an Engineering Equipment Operator responsible for operating a variety of heavy equipment with attachments. Excavate, backfill, grade, or level earth to rough specifications, on such projects as breaking new ground for construction sites, broken water, sewer, chilled water, gas and air lines, roads, trails. Moving earth on mountains and steep slopes, graded curves and shoulders, rocky or soft ground, hilly forests and other surfaces with similar rough features. Perform operator maintenance making minor adjustments and repairs necessary to assure satisfactory service of the equipment. Perform tasks in connection with the installation, modification, fabrication, repair and maintenance of new and existing plumbing, sewer and water systems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated for drug testing. Its incumbent is subject to random urinalysis and breathalyzer testing as a conditions of employment and in accordance with DA guidelines.
  • Commercial Driver’s License (CDL) Class A is required and must be maintained.
  • Responds to emergency calls after normal work hours.
  • Must be able to obtain and maintain a forklift operator’s license/certificate.
  • Mission Essential: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations and may be required to remain on duty after the official shift ends.
  • Must be able to successfully complete a pre-employment and annual physical examination.
  • Temporary Duty Travel (TDY) of 10% is required with this position.

Qualifications

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator ~ without more than normal supervision: operate a variety of heavy equipment such as front end loader, graders, backhoes, brush cutters, vacuum and magnetic sweepers, and bulldozers; perform routine maintenance on various heavy equipment; operate utility vehicles; perform routine maintenance on tools; and perform various laboring duties on roads, streets and trails. - Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Work involves strenuous, heavy physical effort in constantly reaching, bending, turning and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by constant vibration of equipment and the jerking and jolting from operating over rough surfaces. Work is performed on large pieces of equipment, which require frequent adjustment. Often the terrain causes more adverse operating conditions than work on flat or rolling terrain. Moderate physical effort is expended in operating forklifts and pallet jacks. Frequently required to work in awkward or strained positions due to location of the controls and attachments. Working Conditions: Work is performed primarily outdoors, in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, rolling surfaces and forests. Operator is constantly exposed to injury due to the possibility of the equipment overturning while working on rough and uneven terrain. Subject to noise, vibration, dust, dirt and fumes from motor and exhaust. Protective devices such as but not limited to earplugs, safety glasses, respirators, gloves, hard hat and safety shoes is required. Long trousers or coveralls and shirt or tee shirt with sleeves are worn.
