You will serve as a Resources Analyst performing and providing advice on work in any of the phases of budget administration when such work requires knowledge and skill in applying budget-related laws, regulations policies, procedures, methods, and techniques. Position involves analytical, technical, and administrative duties in one or more phases of the budgetary process, e.g., budget formulation and justification, presentation and enactment, or execution.
Duties
Assesses and reports contractor and civil service cost and work force performance through review of financial management documentation.
Participates in technical, financial, procurement, and performance evaluation meetings by reviewing progress against cost, schedule, and technical performance plans; identifies and understands variances; and provides recommendation to management.
Coordinates all phases of budget development and/or execution; the preparation of obligation and expenditure schedules, special studies, and reports.
Analyzes interrelated issues of cost effectiveness and productivity of substantive projects and maintains current information on status of program funds.
Identifies actual or potential problem areas, trends, deficiencies, areas of imbalance or similar factors that could impact the effective management control of funds.
Plans and directs the analytical and evaluative work for critical agency functions related to the development and presentation of budget plans and programs.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing expertise in the application of principles and procedures related to financial management or full cost management;
Participating in budget development or execution;
Analyzing complex resources data to draw conclusions, make recommendations, or take appropriate action.
