The FRTIB is looking for a highly qualified and motivated individual to serve as a Project Management Advisor.
This Job Opportunity Announcement (JOA) may be used to fill other Project Management Advisor, GS-0301-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
Duties
The major duties of the position are:
Provides project management leadership and guidance on Agency projects and promotes Project Management Institute's (PMI) best practice standards.
Develops and issues policies, operating guidelines, and training activities pertaining to all aspects of project management tools and techniques, as well as for the administration of the PMB.
The incumbent exercises administrative direction over the GS-14 Branch staff to include, assigning work, approving leave and travel, performing mid-year reviews, signing ratings, taking disciplinary action, recommending removals, providing performance reports to OPR leadership, and advising subordinates through regular and recurring discussions.
Plans, develops, implements, and evaluates the programs and activities of the PMB and plans overall work operations for the Branch.
Qualifications
To qualify for this position, applicants must meet the Specialized Experience as described below.
Specialized Experience:
Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: (1) mastery of overseeing and managing Enterprise Planning processes; and (2) Performing supervisory duties such as (but not limited to) developing policies and operational guidelines, providing direction, assistance, and training to other project managers, and (3) the ability to effectively communicate both in oral and written form with upper-level management
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
