The primary purpose of this position is: To serve as designated Lead Contracting Officer Representative (COR). Coordinates and coaches Service Contracts Team resources in providing expert civil engineer administrative, technical, and acquisition support of requirements development, procurement, award, and field execution of moderately complex, multimillion- dollar, recurring operations, maintenance, and repair contract services.

Duties

Serves as Team Leader. Communicates and integrates the organization's strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services. Performs on-going planning, project management, consulting, customer counseling, coordination, higher headquarters reporting and command representation in order to integrate procurement actions pertaining to contracts administered for installation support services enterprise-wide. Performs inspections and maintains surveillance over assigned contracts to include asset management technical support of Real Property (RP) and Real Property Installed Equipment (RPIE). Develops Performance Work Statements (PWS), Statements of Work (SOW), IGCE, pricing and bidding schedules, purchase requests (PR), and other documentation for operations, maintenance, and repair services delivered by contract.

  • Incumbent will be required to operate a motor vehicle; must possess a valid state driver’s license for the duration of employment.
  • Work may occasionally require travel away from the normal duty station to provide support to geographically separated units (GSU), and/or attend general or specific training, conferences, or meetings (CONT. Below)
  • Travel may be in military or civilian vehicles, aircraft or vessels (CONT. Below)
  • The work may involve the temporary transfer to either of the primary Joint Base GSU locations (Air Base or Weapons Station) with limited notice to accommodate specific contract assignments, or manpower needs.
  • Incumbent may be required to occasionally work uncommon tours of duty, unusual or rotating shifts, or overtime.
  • Performs other related duties as required (i.e., - base preparation actions for distinguished visitors/inspections, etc.).
  • May be required to respond to emergencies, including weekends and be assigned to other details such as 628 CES Contingency Response Teams during real-world natural disasters and major accident responses.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program (CONT. Below)
  • Employee must pass initial and periodic short notice drug testing (CONT. Below)
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of technical, administrative, and acquisition concepts, principles, practices, methods, and regulations to directly support planning and execution of significant, moderately complex government contracted solutions. OR EDUCATION: Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LLB OR J.D. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of commercial services and markets, performance-based contract types, evaluation methods, techniques, practices, rules, regulations, and reporting and documentation requirements, and skill in applying this knowledge to development of Installation impacting procurement strategies and preparation of complete, comprehensive, and moderately complex procurement packages and knowledge of principles and practices of team building; ability to establish performance goals and assess progress towards their achievement. 2. Working knowledge of environmental, safety, and health regulations, practices, policies, and procedures to recognize unsafe work practices and conditions, as well as identify environmental and other regulatory non- compliance issues and demonstrates interpersonal skills to conduct high-level business with higher headquarters and strategic objectives and for local stakeholders to interpret their interests and communicate solutions, feedback, objectives, and obstacles. 3. Ability to communicate effectively, both orally and in writing to explain strengths and weaknesses in performance to contractor personnel and to present factual information clearly, write inspection reports, draft contract modifications, develop supporting documentation; demonstrate excellent customer services skills and demonstrate skill in time management, and the ability to adjust work operations and program objectives to meet emergencies, changing program, or mission requirements within available resources and with minimum sacrifice of quality or quantity of work. 4. Ability to develop and execute systematic approaches for collecting information through inspections, surveys, interviews, random sampling, market research and written records; must be able to independently plan, organize, and meet deadlines. Ability to analyze and evaluate information using statistically based information management methods as the basis for sound independent action or decisions and formulate recommendations to supervision and upper management based on results and knowledge and experience using specialized office automation programs and applications, tools, and techniques to support office administration and produce documents, such as letters, reports, spreadsheets, databases, floorplans, and graphs. 5. Functional knowledge of financial management principals and processes used to demonstrate skill in managing multiple funding sources, prepare budgets, track contract expenses, create IGCEs, and perform technical evaluations of contractor submitted quotes and estimates. 6. Demonstrate skill in interpreting schematics, technical manuals, drawings and standards, manufacture's publications, and industry best practices to recognize acceptable trade practices and independently determine quality of work produced. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
