This position is located in the Nutrition and Food Services (N&FS) within the Department of Veterans Affairs Health Administration Loma Linda. Ability to perform a wide range of clerical and technician work supporting budget analysis and administration. Responsible for purchasing food, equipment, supplies, and services; providing cost accounting and budgetary statistics; and preparing reports that indicate status of funds for subsistence and supplies for N&FS..

Duties

The primary purpose of the position is to perform a wide range of clerical and technician work supporting budget analysis and administration with responsibility for purchasing food, equipment, supplies, and services; providing cost accounting and budgetary statistics; and preparing reports that indicate status of funds for subsistence and supplies for Nutrition and Food Services. Major duties and responsibilities include but not limited to: Developing and monitoring resources and making recommendations to the service regarding needs, distribution, or redistribution of these resources; Serving as the budget and financial advisor for the Chief or designee; Developing, formulating, and providing all essential data for the annual budget forecast; Tracking all expenditures and comparing with budgeted, projected and on-hand inventories; Maintaining budget control records and assures funds are used in accordance with the operating budget; Advising on the status and availability of funds; Processing all vouchers with the appropriate office and carrying out any needed follow-up; Establishing and maintaining a procurement system for expendable supplies and equipment; Reviewing and submitting the appropriate forms for the funding of purchase orders; Maintaining various reports and using designated ledgers to account for cost accounting operations; Compiling, consolidating, checking and arranging funding data in requests to cover projected annual operating expenses; Preparing required documentation to resolve discrepancies with cost reports, budget analysis or other service-related needs; Preparing correspondence and performing other general clerical duties; Performing related duties as required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Accounting methods, accounting procedures and techniques, budgeting, and statistical principles and practices to conduct difficult and responsible analysis and determinations within a complete accounting system to validate transactions and to perform research to resolve inconsistencies. Modifications related to obligations, collections, disbursements and inter fund transactions or other actions involving complicated adjustments and have knowledge of related financial regulations and rulings covering diverse types of transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Extract data from various sources and analyze cost accounting data and to identify changes in usage rates for subsistence and supplies. Interpret this information to project developing usage trends and to predict the impact on the budget. Gather data and calculate variety of performance measures and financial analysis for the service. Use computer software from prime vendor programs. Must be adept at using a variety of computer applications such as Excel, Word and those used in accounting and budgeting. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
