Click on "Learn more about this agency" button below for IMPORTANT additional information. The primary purpose of this position is to perform the duties of a senior Operations Research Analyst and serve as an expert in initiating, applying, and planning major readiness studies.

Duties

Employs scientific and analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies, or problems. Acts as the study director of civilian/military/contractor groups performing analysis leading to unique analytical research proposals and studies that recommend alternative courses of action to various leadership and/or other agencies. Reviews and evaluates study projects, proposals, and/or reports for adequacy of methodology, including the use or development of computerized models, ensuring the techniques used are valid and appropriate to the problem or issue identified. Reviews the work of others for technical accuracy, providing guidance or recommendations as to whether proposals will effectively solve applicable readiness issues and if they are cost effective. Interfaces with headquarters and other technical/analytical agencies on advances in state-of-the-art technology.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Individual Occupational Requirements for1515 series and Group Standard for Professional and Scientific Positions. BASIC REQUIREMENT: DEGREE: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANTS MUST ALSO MEET THE SPECIALIZED EXPERIENCE LISTED BELOW: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained in performing scientific work involving designing, developing, and adapting mathematical, statistical, econometric, and other scientific methods and techniques; analyzing management problems and providing advice and insight about the probable effects of alternative solutions to these problems; and knowledge of rigorous methods of scientific inquiry and analysis. Knowledge of quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques. Ability to communicate effectively, both orally and in writing; and produce written information, including technical material, which is appropriate for the intended audience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
