Supervisory Facility Operations Specialist located in Boston National Historical Park, in the Facilities & Sustainability Program Division.

Duties

Independently and/or through subordinate supervisors and staff, the incumbent manages the park's Facility Maintenance Management Directorate, develops and executes long range and short term plans and programs designed to maintain, operate and improve the Parks for the benefit of the public in a manner consistent with proper maintenance and asset management guidelines. Assigns responsibilities; delegates authority; coordinates work planning; makes basic operational decisions; integrates execution of work plans and programs; and evaluates the effectiveness of individual activities and total maintenance operations. Represents the park in public contacts, negotiates and collaborates with representatives of a variety of park partners as well as of the NPS, Federal, state and local agencies, historical organizations, youth programs, universities and private individuals interested and/or having business with the National Park Service. The position demands considerable and extensive planning; conceptual development of maintenance programs, workload analysis, and work force planning and budget; preparation of performance work statements, cost comparison analysis and management reviews; development of safety programs for the division; defining guidelines, establishing standards and limits of authority for subordinates, covering a broad range of activities and establishing check points to be used in the overall evolution and execution of the maintenance program. The incumbent takes such action and makes such commitments as they deem to be in the interest of the park and the Service and within the authority delegated by the Deputy Superintendent and Superintendent.

Qualifications

All qualifications must be met by the closing date of this announcement-09/06/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Effectively leading a facilities maintenance team including planning, coordinating, executing, and monitoring the work of others; 2) Evaluating performance and provides feedback; 3) Planning maintenance activities and preventative maintenance programs for a facility; 4) Estimating materials and labor costs for a variety of maintenance projects or contracts; 5) Collaborating with partners to create and prioritize park projects, plans, and programs; 6) Developing spending plans, contract requirements, complex project proposals, and estimates using project management systems. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
