This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Regulatory Management Operations (ORMO). The incumbent provides advice and counsel to the Associate Commissioner for Regulatory Affairs (ACRA), Deputy ACRA and other Office of Regulatory Affairs (ORA) senior managers and staff on all areas of management, and ORA wide administrative operations and facilities management.
Duties
Assesses ORMO policies business processes, and procedures to ensure the Office maintains a sound and progressive program that embodies the latest professional developments.
Provides the technical and administrative expertise and leadership necessary to resolve matters which are controversial, complex and set a general precedent and/or to advertise management of alternative ways to resolve problems.
Providing oversight on the progress and effective and efficient accomplishment of contracts.
Managing and/or performing special studies and/or other assignments that support the overall major functions of the office.
Advises the Office Director of potential and emerging policy issues and the need to formulate appropriate program responses in support of new initiatives.

Qualifications
The position of Special Assistant falls within the 0301 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 09/06/2024.
Time-in-Grade:
Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. For this vacancy announcement, applicants must have completed at least 52 weeks at the GS-13 grade level to be eligible for the GS-14 grade level.
Minimum Qualifications:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
You must have 1 year of specialized experience equivalent to at least the GS-13, in the Federal service, which includes: providing direction and counsel related to resource utilization, human capital planning, and financial management; providing executive level advice and assistance; developing and preparing reports, briefing papers, office policy and other documents and/or guidance; presenting recommendations to leadership that resolve complex organizational issues.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
