You will serve as a TRAFFIC MANAGEMENT SPECIALIST in the Transportation Operations Department of NAVSUP WEAPON SYSTEMS SUPPORT.

Duties

You will serve as a technical specialist in the field of transportation and traffic management and monitor the transportation and distribution of Navy cargo by DoD shippers, Performance Based Logistics (PBL) vendors, and procurement offices. You will provide guidance and advice on transportation requirements and manage data utilizing Defense Transportation System (DTS). You will report and identify shipment and documentation discrepancies to supervisor during cargo processing and ensure corrective actions are taken for any issues identified. You will identify the proper modes of transportation movements for Naval cargo transiting through Air Mobility Commands (AMC). You will recommend new or revised plans, policies, and procedures to instructions and regulations covering freight traffic operations and service requirements.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of commercial and military transportation, regulations, and practices sufficient to analyze and resolve a wide range of problems and determine mode and carrier to achieve the best value. Examples of specialized experience include: 1) Utilizing Defense Transportation System (DTS) to monitor the transportation and distribution of Navy cargo in support of worldwide operational readiness to the fleet; 2) Applying knowledge of Department of Defense (DOD), Department of the Navy (DON), and Air Force Instructions, Dangerous/Hazardous Article Tariffs, policies, instructions, and publications relating to the movement of freight in order to coordinate shipment of various commodities and resolve frequent problems; 3) Clearly communicating requirements both orally and in writing to customers and leadership; and 4) Working knowledge of and understanding of cargo receipt, storage, special handling, loading and/or offloading equipment, and related cargo processing sufficient to inspect, review, and process cargo using FACTS, GATES, Syncacda and any additional DTS processes. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Successful completion of two full years of progressively higher graduate level education leading to a master's degree in accounting, business administration, business or commercial law, commerce, economics, engineering finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
or

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
