You will serve as a Strategic Specialist in the Production Department, Process Improvement Division (Code 900PI) of the Southwest Regional Maintenance Center (SWRMC).

Duties

You will lead and manage strategic planning, strategy development, and organizational assessment in the Code 900 Production Department. You will establish and maintain the strategic plan by linking, aligning, updating, and disseminating the Production Department mission, goals, objectives, plans of action and milestones from the Balanced Scorecard framework. You will design, implement, and improve the Department strategic management system using strategy maps, dashboards, scorecards, and performance measures for operations. You will apply business and quantitative analysis tools, techniques, and approaches such as Six Sigma, Lean Theory of Constraints, data mining, survey research, business modeling, forecasting, and advanced statistical analysis. You will manage multiple and varied projects with differing timelines and support the integration of business intelligence in Department decision-making and in daily operations. You will be responsible from inception to completion of studies, e.g., conduct/support tests, experiments, survey design and implementation, evaluations of concepts and initiatives for mission, business processes, and future concepts. You will develop and implement the Production Department Strategic Plan, performance metrics, business process reengineering, information exchange, and knowledge management, while ensuring proper application and validation of metrics. You will ensure the design of the strategic plan uses the Balanced Scorecard framework and methodology while also aligning to the direction from Naval Sea Systems Command (NAVSEA) Headquarters and higher level command goals. You will monitor impact of process improvements and provide analysis concerning second and third order effects throughout the organization. You will develop, execute, and report projects and research studies concerning all aspects of current or projected operating systems and/or programs. You will coordinate and communicate with internal and external stakeholders and customers in supporting transformative change to future business models.

  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

TO QUALIFY FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods and techniques to identify actual or potential problem areas to improve program operations. TO QUALIFY FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to identify, consider, and resolve issues or problems of a procedural or factual nature. Education

TO QUALIFY FOR GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
