This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Seamless Care Models Group (SCMG).
As a Social Science Research Analyst, GS-0101-13, you will perform program and policy analyses of services provided by HHS programs. You will develop and use survey, market research, and statistical methodologies and techniques to conduct studies of assigned HHS programs.
Duties
Conducts analyses of the quality and performance of HHS health and human services programs. Conducts analyses of survey data, including analyses of case mix adjustment of survey estimates of satisfaction with plan and provider performance.
Interprets data tabulations and graphs; identifies critical factors such as data limitations, biases, sampling errors, and inconsistencies. Utilizes market research and statistical techniques to identify ways to improve services to these programs.
Provides statistical/research information and justification on the operational aspects of specific plan-focused projects.
Leads in the development of clearly written and concise issue papers and talking points for senior staff when needed. Prepares reports to recommend new or revised standards and criteria in order to improve operational efficiency.
Designs, analyzes, implements, and interprets studies regarding the influence of communications about disease and therapy. Plans, directs, and monitors activities involved in conducting surveys of program populations.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Conducting quantitative or qualitative analyses using statistical techniques to develop policies or operations related to health care delivery or financing in Medicare, Medicaid, or other health insurance programs; and
Interpreting and analyzing data to be included in study reports, issues papers, or presentation materials related to Medicare, Medicaid, or other health insurance programs; and
Summarizing and communicating key policy-relevant data findings in writing and/or verbally internally to senior leadership or externally to outside organizations in study reports, issues papers, publications, or presentation materials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position. (TRANSCRIPT REQUIRED AT TIME OF APPLICATION)
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (TRANSCRIPT REQUIRED AT TIME OF APPLICATION)
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
