You will serve as the Detachment Element Deputy Chief and Intelligence Collection Expert at the GG-13 grade level responsible for ensuring targeted collection against strategic Navy requirements.
This position is located in Agana, Guam.
Duties
You will provide expert-level knowledge and experience related to collection operations.
You will provide actionable performance information to better inform decision making.
You will review operational plans and ensure proper preparation prior to collection activities.
You will develop concept of operations to expand activities and enhance access to priority requirements.
You will Identify potential sources of information and opportunities through interaction with existing source network, analysts and subject matter experts, local authorities, community contacts, and open-source and classified research.
You will develop and implement local training programs to ensure all personnel are educated on applicable laws and policy.
You will identify areas requiring policy guidance and propose solutions to the chain of command.
You will conduct coordination and deconfliction with proper local organizations and agencies.
You will establish and maintain good working relationships with community counterparts to resolve complex, unique collection issues and obtain support for Office of Naval Intelligence (ONI-232) and Navy requirements.
You will coordinate with operational support elements (eg. Desk Officers, Targeting Officers, Collection Officers) to facilitate and enhance mission success.
You will demonstrate operational experience regarding operational funds to include execution and accounting.
You will stay current on technical, political, and military related events and developments of strategic interest to the Navy.
You will demonstrate a deep understanding of U.S. Navy vision, mission, strategy and operational culture, and an understanding of Navy intelligence information requirements.
You will provide experience in functions of Intelligence Oversight, legal and regulatory compliance within DoD and DoN rules and regulations with regard to collection operations.
You will utilize written and oral communications skills required to develop collection strategies and operations and author required documentation in accordance with policy.
You will demonstrate knowledge of Navy, DoD and Intelligence Community (IC) collection partners and experience expanding and strengthening professional relationships in order to meet command goals and objectives.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS/GG-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:
Developing, planning and executing human intelligence collection operations.
Generating and executing plan of actions for collections in support of overall mission of the unit.
Managing detachment operations and ensuring operational excellence/adherence to applicable laws, policy, and guidance.
Conducting strategic planning and proactive research for the conduct of appropriate future operations.
Developing collection strategies and setting goals in order to achieve objectives.
