The primary purpose of this position, Public Affairs Specialist, GS-1035-12, is to serve in a Direct Reporting Unit (DRU) position, provide public affairs (PA) advice, technical direction, and support to the organization and its leadership.

Duties

- Conduct public affairs functions for the organization, ensure public affairs activities comply with legal and regulatory requirements and meet customer needs. -Respond to, or guide information requests on assigned programs from the news media, specialized groups, and/or general public. -Perform special assignments and participate in special projects and initiatives with responsibility for researching, planning, executing, and/or evaluating complex public affairs operations, programs, and policies which affect a variety of functional areas. -Represent the organization regarding a portion of the organization PA program with a variety of councils, boards, working groups, and panels inside and outside the agency. -Serve as an adviser in the assigned area of responsibility. Conduct public affairs functions for the Air Force Installation and Mission Support Center, ensure public affairs activities comply with legal and regulatory requirements and meet customer needs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicant must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band or equivalent. Specialized experience is describedas theability to advise agency management on policy formulation and the potential public reaction to proposed policy; identify and carry out the public communication requirements inherent in disseminating policy decisions; identify communication needs and develop informational materials that inform appropriate publics of the agency's policies, programs, services and activities; and plan, execute, and evaluate the effectiveness of information and communication programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of oral, written, and visual communication concepts, principles, policies, practices, methods, applications, techniques, standards, and trends; analytical methods; interpersonal relations practices applicable to researching planning, developing, coordinating, and evaluating new information materials for information programs. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. Skill in planning and independently managing short- and long-term projects and to cultivate and sustain positive working relationships to project completion. Skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate agency positions; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts by responsive publics and people with varying levels of understanding. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: The work is primarily sedentary and usually performed sitting at a desk, in news conferences, briefings, meetings, etc,; or riding in an automobile or public transportation. Some walking, standing, travel, and carrying lightweight equipment and materials is necessary. No special physical demands are involved in performing the work. WORKING CONDITIONS: The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings or commercial vehicles such as planes, trains, buses or automobiles. The work area is adequately lighted, heated, and ventilated. This is a TERM position. It is a time limited position, Not-To-Exceed 2 years from Appointment Date. Position may be extended to the maximum period allowed by law without further competition and the potential for extensions beyond 6 years is possible. However, the appointment plus extensions may not exceed a total of 8 years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such modified term appointment of at least fully successful or equivalent. NOTE: Current Federal Civilian employees may apply for temporary and term positions and if selected, a break in service may be required prior to appointment to the position.
