The incumbent serves as a Management & Program Analyst to the Chief, Policyholders Services Division. The Division is responsible for servicing active life insurance accounts for all participating Veterans residing around the country. The Division handles routine inquiries from the Veterans, their beneficiaries, and representatives nationwide. The Division is responsible for processing loan and cash surrender requests, policy conversions, underwriting and policy change actions.
Duties
The duties and responsibilities include but are not limited to:
Gathers and organizes narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to administrative functions.
Reviews and reconciles large amounts of data. Applies analytical and evaluative methods and techniques to issues or studies concerning substantive administrative support functions.
Reviews and ensures the accuracy of production and man-hour reports prepared by Supervisory Insurance Specialists, for submission to the Division Chief. These reports must be consistent with the definition of reportable end products and accurate regarding time and leave. Ensures that all statistical data is accurate, available, and reported in a timely manner.
Establishes study methods and techniques to be utilized in substantive program studies and audits, including quality and timeliness of the work within the Division.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level

Qualifications
Time-in-grade:
Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-9 position you must have served 52 weeks at the GS-7 level. For a GS-11 position you must have served 52 weeks at the GS-9 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.
Specialized Experience:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-09
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
(1) Experience assisting staff with administrative, analytical, and evaluative work.
(2) Experience gathering and organizing narrative and statistical information.
(3) Communicates orally and in writing findings, results, and recommendations to management.
(4) Prepares information for presentations, white papers, training, and other informative purposes.
(5) Experience Creating communication and/or marketing materials or developing and preparing communication plans for internal and external audiences.
OR
Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR
Applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have. The total percentage must equal at least 100% for you to qualify for the position at the GS-9 grade level.
GS-11
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as:
(1) Experience identifying and developing data to address inefficiencies.
(2) Conducting data functions to assess and devise action plans to improve data integrity.
(3) Evaluating and advising on communication/marketing materials, organization structures, preparing policy directives, letters, memoranda and written guidelines and recommendations.
OR
Applicants may substitute education for the experience required to qualify at the GS-11 level: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR
Applicants can combine education and specialized experience to qualify for the position. If you have some, but not all, of the graduate education AND specialized experience described above, you may still qualify by combining the amount of creditable education and experience that you do have.
