THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an HR ASST (MIL)-Title 5, Position Description Number T5804400 and is part of the WI 64 TC, Wisconsin National Guard.
Duties
Plans, organizes, and administers the military personnel program for the organization.
Provide authoritative advice and guidance to the commander and his staff pertaining to military personnel administration.
Assists in the preparation for and executes command level inspections of subordinate units in the area of personnel and administration.
Implements the enlisted promotion system at the command level.
Controls the organization's medical readiness programs.
Prepares and forwards required documentation for officer promotion packets for required state and federal board actions.
Monitors and reviews reports furnished by higher headquarters to identify trends and assist with the management of personnel readiness within the organization.

Qualifications
GENERAL EXPERIENCE: Pability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade level. Candidate must have excellent organizational skills. Candidate can communicate -orally and in writing- clearly and effectively. Experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Candidate has experience that provides a working knowledge of administrative functions. Candidate is able to compile reports, letters, memoranda, etc. Experience with computer information systems, for example: DEERS/IRA or IPPS-A, preferred but not required.
Education
A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
