This position is located in the Department of Homeland Security, U.S. Coast Guard, First Coast Guard District, Sector New York, Inspections Division, Staten Island, NY.

Duties

This role serves as the Marine Inspector Senior Verifying Officer in order to implement the unit’s Marine Inspector qualification program, and serve as a subject matter expert, providing technical expertise, training leadership and compliance of duties related to maritime safety, vessel inspection, and vessel manning laws, regulations, treaties and international conventions.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:* Conducting reviews of vessel's plans, safety management systems and operating systems to determine compliance with regulations and applicable standards.* Instructing on and conducting all inspections required concerning vessel navigation, intra-vessel communication, alarms, lifesaving, firefighting, and pollution prevention systems on a vessel to ensure proper operation and compliance with applicable standards.* Instructing on and conducting all  inspections of vessel’s hull including the hull envelope, internal structural members, protrusions, fittings, appendages, special tanks, holding areas, special use structure, and structural fire protection to ensure that they are in sound condition.* Instructing on and conducting all inspections needed of vessel’s machinery, including propulsion equipment, control machinery, auxiliary machinery, special deck, vessel pumping equipment, damage and fire control machinery, electrical and power systems, piping, transfer and monitoring systems to ensure that they are in safe operating condition and are in compliance with applicable design, installation, and operational standards.* Serving as the inspection team leader or specialty team leader in instances of extremely complex or large domestic vessel inspection projects, responsible for assigning portions of the inspection workload to lower-level and trainee civilian or military inspectors, reviewing technical decisions rendered and consolidating and discussing the team findings with vessel owners or representatives.* Ensuring that required inspection documentation is prepared and appropriate orders drafted specifying any required changes, repairs or operational limitations for the vessel and its equipment.* Serving as the senior expert on complex vessel inspection issues, responsible for training, assessing the inspection qualifications and formally certifying the completed portions of on-the-job training for assigned civilian and military Marine Inspectors; performing inspections and approvals of vessels based on these certifications.* Organizing, implementing, and evaluating all products associated with the Marine Inspector Performance Support Architecture (MIPSA).The physical demands of marine inspection are significant.  The work requires some physical exertion such as long periods of standing, entering confined spaces, prolonged periods of walking in a stooped position, and crouching, stretching and reaching to properly inspect internal spaces and systems.

Qualifications

Applicant must have one year of specialized experience equivalent to GS-12 grade level (in the federal service). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.   Examples of specialized experience may include: providing technical expertise and training to new inspectors, providing input to program planning, and assisting on special more complex projects (ex.- inspections of foreign flagged vessels under the Port State Control program); developing strategies to train staff through both written and oral examinations; conducting and/or serving as a lead inspector on marine inspections for a variety of vessels (i.e., passenger, commercial, freight, towing vessels determining compliance with US and International laws); preparing, drafting and delivering briefings, technical analyses and Marine Inspector qualification presentations; providing recommendations to supervisors, sector commanders and district level command staffs pertaining to ongoing inspections and examinations.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
