This Engineering Equipment Operator (Leader) position is located within the Facilities Management Service at the Providence VA Healthcare System, located in Providence, RI. This position is full-time at 40 hours per week.

Duties

The incumbent serves as work leader for the grounds crew in accomplishing laborer and equipment operator work. Duties include, but are not limited to: Leads and provides input regarding the performance of others in the trades; Receives instruction from supervisors and then directs other workers in the Grounds Department; Operates gasoline and diesel powered earth moving equipment such as front-end loader, backhoe, skid steer and plow vehicles for snow removal; Works alongside other laborers and sets the pace performing non-supervisory work of the same kind and level; Oversees the maintenance and care of the medical center grounds by cutting grass with power lawnmowers; Operates a commercial truck and snow plow to clear parking lots and roadways; Maintains and repairs the fleet of ground equipment (including garden tractors, motorized vacuum/mulching machine, small street sweeper, gasoline weed­whacker, gasoline chainsaw, gasoline leaf blower, gasoline power washer and gasoline generator); Utilizes different sets of controls and attachments to be able to maneuver them in such a way as to quickly and safely perform the tasks assigned; and Other duties as assigned. Work Schedule: Monday-Friday, 6:30am - 3:00pm Compressed/Flexible Schedule: Not available. Position Description Title/PD#: Engineering Equipment Operator (Leader)/PD650-00492-O Notifications: This position is in the Competitive Service. Veterans' preference does not apply for internal or other current permanent Federal agency employees. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is covered by locality-based comparability pay. This position is a LIUNA Bargaining Unit position.

Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Effort: The work frequently requires considerable muscular effort, such as lifting, pushing or pulling heavy loads. The incumbent must be able to stand or walk for long periods of time, use good foot, arm, and hand/eye coordination. The work requires light to medium weight objects to 30 pounds and occasionally lifting and carrying moderately heavy objects up to about 50 pounds and continually walking, bending and stooping. Working Conditions: The work is done both inside buildings and out of doors. As such, the incumbent is exposed to all kinds of weather conditions. Since the work is done with power tools, ladders, drills, saws, mowers, edgers, and various types of earth moving maintenance equipment and since considerable muscular effort is occasionally required an appreciable degree of hazard is involved. At times, work must be done on ladders and in crawl spaces under buildings or in cramped positions. During the performance of most tasks the incumbent will be required to wear various forms of personal protective equipment including hard hat, eye protection, safety shoes, gloves, etc.
