The Northern Arizona VA Health Care System is currently recruiting for an Administrative Officer located in a Veteran Health Administration (VHA) facility at the Northern Arizona VA Health Care System (NAVAHCS), Specialty and Diagnosis Service line in Prescott, AZ. The incumbent contributes to the fulfillment of the VA mission and vision by planning, designing, implementing and maintaining appropriate and effective program, policies and procedures in the Prescott facility.

Duties

As an advocate for our Veterans, their dependents or beneficiaries the AO administers programs and activities in support of their benefits. Duties include but are not limited to the following: perform personnel operations including position classification, labor mapping, travel, grievance procedures, performance standards, and disciplinary actions. Represent management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Listen to problems and concerns of employees and helps when possible or secures advice from Human Resource Services. Provide constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands. Direct and/or plan for revised space requirements, and to reallocate space to meet these demands. Serve as approving official for orders for supplies, services, equipment, and act as alternate for time card certification. Develop, initiate, and implement administrative policies and procedures for facility-wide areas of responsibility. Coordinate the needs of the organization based on both long and short-range policies and plans. Manage and coordinate all administrative aspects of the program. Collaborate in the development and implementation of policies and procedures for the Facility. Recommend the development, evaluation, and modification of organizational structure and systems to achieve program goals. Analyze and interpret workload and other data used in resource planning. Compile budget information (including forecasts) and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments wl')ere necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Develop monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Survey and analyze space utilization and recommends plans for future needs based on identified deficiencies, anticipated program changes, workload and staffing projections, budgetary considerations. Prepare and/or review requests for construction justifications, remodeling, alterations to existing preliminary approvals and interfaces with Planning Office, Engineering and Facilities Management Service, Logistics Service and other officials to schedule work or resolve problems. Perform management and final development of all action items such as data calls, VISN, VACO requests, OMHO submittals, and congressional correspondence. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 . For a GS-09 position you must have served 52 weeks at the GS-07 .The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: Compiling information and preparing administrative reports for briefings; maintaining and updating databases and shared computer drives; providing advice and assistance to managers and staff concerning agency personnel processes and procedures; experience using office automation programs such as work processing spreadsheet, graphics, and desk top publishing; and coordinating with management to control purchasing and use of supplies. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: I have completed a master's or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. (or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience is equal to one hundred percent. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing daily operations of administrative programs and services; ensuring timely submission and compliance with directives, regulations and procedures; 2) Preparing and finalizing correspondence, reports, retrieving, and formatting information for various sources; & 3) Managing administrative functions for human resources, budget and finance, program analysis, office support services, document control, or logistics, in order to enhance the effectiveness and efficiency of facility operations and activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience is equal to one hundred percent. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing, bending and climbing into full-sized buses and 3-axel trucks.
